| May 23, 2007- Isla Margarita – The "Second Network Security Event for
Latin America and the Caribbean" took place this past Wednesday, May
23, with the participation of more than 320 attendants from 29
different countries. This important international forum was broadcast
via webcasting which can be found at:

Carlos Martinez of Uruguay moderated the event, which focused on
several of the most relevant issues at this moment: the fight against
Spam and cyber crime, the protection of critical infrastructure,
legal aspects, and privacy.
Klaus Steding-Jessen mentioned the growing volume of Spam that is
affecting both traffic as well as users, specifying some structural
security problems found in basic Internet protocols such as TCP and
ICMP.
Several participants voiced the growing concern that has been
generated in the community in relation to issues having to do with
Internet privacy as well as the need to acquire tools to deal with
what is known as e-crime.
Also in relation to the subject, Romulo Dantas presented the Critical
Infrastructure Protection Program of the OAS, a program that proposes
a vision for improving how the region stands in terms of security.
Fernando Gont of Argentina proposed a document that he presented
before the IETF, and observed that Latin America has little
participation in this important technical forum.
Carlos Martinez, moderator of the generous professional exchange that
took place and also coordinator of LACNIC's Security mailing list,
summarized participants' interest and his intention of "stimulating
the exchange among security professionals working within the region,
as well as making security issues better known in other
environments." To conclude, he reiterated the opinion of some of the
participants regarding the need to "make an effort for divulging the
methodology of 'Incident Response Centers' and supporting the
creation of these centers in the region ".
